NBN Co's Targeted Upgrade program will end copper for selected premises from 2028

About 130,000 homes and businesses are in the first year. Notices start in July 2027 and suspensions no earlier than January 2028.

NBN Co will move selected premises off copper through a managed program, with suspension and disconnection of copper services as a last resort. It aims to upgrade about 130,000 homes and businesses in the first year.

The first notifications are due from July 2027. The first suspensions, where no fibre order has been placed, are not expected before January 2028.

Customers in the program can stay on their existing speed tier or choose a new plan. The program targets areas that already have fibre available, including underperforming lines and underused nodes.

NBN Co says safeguards will include multiple notifications, the option to extend or defer before suspension, and case-managed support. Its on-demand Fibre Connect program stays as the main upgrade route.

What it means

This is the first time fibre stops being optional for some copper customers. If you rely on equipment connected to a copper service, such as a medical or security alarm, ask your provider early how it will work over fibre.
